Velto European Awards
1. Purpose and Scope
1.1. This Policy governs the identification, evaluation, and appointment of members of the Jury of the Velto European Awards (the "Awards").
1.2. This Policy is issued by the Organizing Committee (the "Organizer") pursuant to Sections III and IV of the Official Program Regulation of the Awards (the "Regulation") and constitutes an Annex to it.
1.3. This Policy does not amend the Regulation. In the event of any inconsistency, the Regulation prevails.
1.4. This Policy applies to all candidates considered for appointment, to all appointed Jury members, and to the Secretariat in the discharge of its functions under Section III of the Regulation.
1.5. This Policy is of permanent application. It contains no cycle-specific data.

2. Role of the Jury
2.1. The Jury is responsible for the professional evaluation of nominations and for the determination of finalists and winners (Regulation, Section IV).
2.2. Jury members evaluate nominations against the criteria and scoring system established by Section X of the Regulation, participate in the formation of the shortlist, and take part in the final decision by vote under Section XII of the Regulation.
2.3. Jury members act independently and must not accept instructions or influence from external parties (Regulation, Section IV).
2.4. All Jury deliberations, discussions, and voting results are confidential (Regulation, Section IV).

3. Composition of the Jury
3.1. The Jury is composed of professionals whose experience corresponds to the categories established for the cycle.
3.2. The composition of the Jury is guided by:
  • professional competence in the fields covered by the categories;
  • diversity of professional expertise across the categories;
  • international representation, the Awards being international in scope and permitting Jury members from multiple countries (Regulation, Section I);
  • independence from nominees and from any external party;
  • absence of conflicts of interest within the meaning of Section V of the Regulation.
3.3. The size of the Jury in a given cycle is determined by the number of categories and the volume of admitted nominations, and is not fixed by this Policy.
3.4. Each nomination admitted to evaluation is assessed by not fewer than three Jury members.

4. Eligibility Criteria for Jury Members
4.1. Membership of the Jury is by appointment only. Candidates are not admitted through open enrollment, and self-nomination for Jury membership is not accepted.

4.3. No single formal indicator, such as a specific number of years of experience, is applied mechanically. The Organizer assesses the candidate's achievements, roles, and recognition in their totality against the criteria of Clause 4.2.
4.4. A candidate who does not satisfy any one of the criteria of Clause 4.2 is not appointed.

5. Sources of Candidates
5.1. Candidates may be identified by the Organizing Committee, proposed by the Secretariat, recommended by serving Jury members, or drawn from among recognized professionals in the relevant fields.
5.2. Winners and finalists of previous cycles may be considered for appointment, subject to the criteria of Section 4 and to the conflict-of-interest screening of Section 6.
5.3. No candidate may be considered on the basis of any commercial, sponsorship, or financial relationship with the Awards.

6. Appointment Procedure
6.1. Appointment follows the steps below, in the order stated:
  1. Confirmation of the candidate's professional credentials and current affiliation.
  2. Assessment of expertise relevant to the categories to be evaluated.
  3. Review of professional standing and integrity.
  4. Screening for conflicts of interest within the meaning of Section V of the Regulation.
  5. Formal approval of the appointment by the Organizing Committee (Regulation, Section III).
6.2. Appointment takes effect upon the candidate's written acceptance of the obligations set out in Section 7 and of the confidentiality requirement of Section 8.
6.3. The Organizer records the basis on which each appointment was made.

7. Obligations of Jury Members
7.1. A Jury member shall:
  • review each assigned nomination in full and base the evaluation solely on the materials submitted;
  • apply the criteria and scoring system of Section X of the Regulation consistently across all assigned nominations;
  • act independently and decline any instruction or influence from an external party;
  • disclose any potential conflict of interest before taking part in the evaluation (Regulation, Section V);
  • observe the confidentiality of deliberations, discussions, and voting results;
  • complete the evaluation within the period established by the Secretariat;
  • refrain from any public statement concerning results before their official announcement.
7.2. A Jury member shall not communicate with a nominee concerning a nomination under evaluation, nor accept any benefit from a nominee or a person connected with a nominee.
7.3. Failure to observe the obligations of this Section constitutes grounds for termination of appointment under Section 10.

8. Conflict of Interest
8.1. A conflict of interest arises where a Jury member has a direct or indirect relationship with a nominee that may affect impartial judgment (Regulation, Section V). Such relationships include:
  • employment within the same organization;
  • financial interests;
  • partnership relationships;
  • family or close personal relationships.
8.2. A Jury member shall disclose any potential conflict of interest before taking part in the evaluation and shall abstain from evaluating any nomination in respect of which a conflict exists (Regulation, Section V).
8.3. An abstention is recorded, and the evaluations of the abstaining member are excluded from the calculation of the score of the nomination concerned.
8.4. Where a conflict is identified after an evaluation has been submitted, the evaluation is annulled and the nomination is reassigned.
8.5. A Jury member may not be nominated in any category in the cycle in which that member serves. The same applies to members of the Organizing Committee and of the Secretariat and to their immediate family members.

9. Confidentiality
9.1. All nomination materials, evaluation records, deliberations, discussions, and voting results are confidential (Regulation, Section IV).
9.2. A Jury member shall not disclose, reproduce, or use for any purpose other than the evaluation any material received in the course of service.
9.3. The confidentiality obligation continues after the expiry or termination of appointment.
9.4. Individual scores and the identity of nominees that did not reach the shortlist are not disclosed.

10. Term, Rotation and Termination
10.1. Appointment is made for one Award cycle. Reappointment for subsequent cycles is permitted.
10.2. Periodic rotation of membership is applied to sustain the independence and professional breadth of the Jury.
10.3. The Organizing Committee may terminate an appointment where a Jury member:
  • breaches the obligations of Section 7 or the confidentiality requirement of Section 9;
  • fails to disclose a conflict of interest;
  • does not complete assigned evaluations within the established period;
  • acts in a manner incompatible with the professional values of the Awards (Regulation, Section II).
10.4. Termination takes effect upon notification. Evaluations already submitted by the member concerned are reviewed by the Organizer and, where their integrity cannot be confirmed, are annulled and the nominations reassigned.
10.5. A Jury member may resign at any time by written notice. Nominations assigned to that member are reassigned.

11. Records and Documentation
11.1. The Organizer maintains, for each cycle, a record comprising the composition of the Jury, the basis of each appointment, the assignment of nominations, all declarations of conflict of interest, all abstentions, and the completed evaluation forms.
11.2. Records are retained as internal documentation and are not published. Aggregate information concerning the composition of the Jury may be published by the Organizer.

12. Final Provisions
12.1. This Policy is interpreted and applied by the Organizer in accordance with the principles of the Awards — merit-based recognition, independence of evaluation, professional integrity, transparency of procedures, and impartiality of the Jury (Regulation, Section II).
12.2. The Organizer may amend this Policy. No amendment takes effect in respect of a cycle in which nominations have already opened.
12.3. Any amendment must preserve the independence of the Jury, the confidentiality of evaluation, the prohibition of self-nomination, and the conflict-of-interest regime of Section V of the Regulation.
12.4. This Policy enters into force upon its approval by the Organizing Committee and remains valid until replaced or amended.
