About
Liubomyr Hlynka is a physician and graduate of Ivano-Frankivsk National Medical University (General Medicine), with clinical experience spanning three countries. He began his career as an Assistant Medical Doctor and Surgical First Assistant at Ivano-Frankivsk Regional Clinical Hospital in Ukraine, then practiced in the surgical departments of Masaryk Municipal Hospital in Jilemnice and Strakonice Hospital in the Czech Republic, where his work covered emergency care, routine surgery, diagnostics, therapeutic regimens, and preventive medicine. Over two years of direct practice he has cared for more than 5,000 patients and their families.

Since 2023 he has worked in the United States as an Onsite Care Coordinator and phlebotomist, delivering care to homebound patients across New York City and New York State. In this role he sets up and manages videoconferencing sessions connecting patients with remote physicians, records vital signs, collects specimens and performs EKGs and point-of-care testing, documents early-stage clinical findings with photographic reporting for physician review, and maintains patient records and specimen tracking in Electronic Medical Records systems under HIPAA and OSHA compliance. He also contributes to quality improvement initiatives aimed at better clinical outcomes and patient safety. He speaks Ukrainian natively and is fluent in Russian, with working proficiency in English, Czech, and Slovak.

As a Velto judge, Dr. Hlynka evaluates digital health and AI-driven healthcare solutions from the perspective of the clinician who has to use them — assessing whether a technology genuinely improves diagnosis, remote care delivery, and patient communication at the point of care, and whether it holds up against real-world clinical workflows, documentation standards, and patient safety requirements.
